On February 10 of this year, a meeting was held at the State Unitary Enterprise “Center for Electromagnetic Compatibility” to discuss the results of activities for 2024 and the implementation of the main tasks for 2025.
The meeting was attended by the Advisor to the Minister of Digital Technologies D.T. Rustamov, the Head of the Department for Licensing and Regulation of the Use of the Radio Frequency Spectrum of the Ministry of Digital Technologies D.Kh. Dustmatov.

First, the head of the State Unitary Enterprise “CEMC” R.P. Mansurov gave an opening speech.

After this, the first deputy head of the State Unitary Enterprise "CEMC" A.A. Kadyrov reported on the results of the enterprise's activities for 2024 and the implementation of the main tasks for 2025.

At the beginning of the report, it was especially noted that achieving the main target indicators for the implementation of the “Uzbekistan-2030” strategy is a priority task for all government agencies and organizations in the country.
He then moved on to the main results of the enterprise's activities.
Development of radio frequencies and issuance of permits:
During 2024, more than 24,000 permits were issued, more than 2,000 were cancelled, and 28,000 permits were reissued.
According to the report, in 2024 the number of cellular base stations was more than 90 thousand, subscribers - more than 36 million, RRL - more than 43 thousand, base stations of data transmission networks - 158, subscriber stations of data transmission - 6 thousand. The number of subscribers of trunk communication - 905, radio amateurs - 458.
In addition, there are 962 units of television and radio broadcasting equipment on the territory of the republic.
Including: TV – 504, radio – 458.
Citizens' appeals - during 2024, the State Unitary Enterprise "CEMC" received 19 appeals from individuals and legal entities, of which:
- Through the Virtual Reception of the President of the Republic of Uzbekistan - 9;
- Through other sources - 10.
Most of the requests concern electromagnetic radiation from mobile and base stations and the elimination of radio interference.

Radio monitoring and protection of radio reception from interference
In order to identify violations in the use of the radio frequency spectrum during the reporting period, all radio monitoring and technical control activities were carried out in the operation of the radio frequency spectrum, based on the results of which the following operational and technical activities were carried out.
As part of operational and technical measures, 1,014 raids were conducted.
In their definition:
- 755 raids together with competent authorities;
- independently - 259 raids.
As a result of the work carried out, 2,304 illegally operated transmitters were identified, of which 306 were imported, 103 were on sale and 1,895 were in operation.
During 2024, 162 applications for the elimination of radio interference were submitted.
- interference in the operation of cellular systems - 119;
- interference in the reception of radio signals by stations of various organizations and departments - 43;
All sources of radio interference were promptly identified and eliminated.
Quality management system and anti-corruption at the enterprise in order to ensure the successful operation of the enterprise, a quality management system was developed in accordance with the requirements of the international standard ISO 9001:2015, implemented in 2007 and is still functioning.
In 2024, a working group was created to implement an anti-corruption management system based on the international standard ISO 37001:2016, and large-scale work was carried out to implement the international standard.
Digital transformation and digitization of processes - as part of the implementation of the digitization of projects in the reporting period, the process of transition to issuing permits in digital form was completed, which had a qualitative impact on the timing of their issuance and resource conservation.
Key objectives for 2025:
Taking into account the tasks set by the Head of State, as well as the main directions of development of the sphere of information technologies and communications, the State Unitary Enterprise "CEMC" must implement the following main goals this year.
1. Implementation of activities of the state program "Environmental Protection and Green Economy".
2. Start of implementation of a new program to modernize the radio frequency spectrum monitoring system of the Republic of Uzbekistan.
3. Continuation of digital transformation and digitization of processes.
4. Ensuring information security on the air in cooperation with radio frequency authorities and interested bodies.
5. Active participation in the implementation of the program for the development of telecommunications infrastructure in various regions of the country.
6. Strengthening the material and technical base of the enterprise, systematic improvement of working conditions for employees and ensuring their social protection.

Also present at the meeting was the adviser to the Minister of Digital Technologies D.T. Rustamov, who made a report on the work done and the results achieved jointly with the Ministry of Digital Technologies and the State Unitary Enterprise "CEMC". The report noted that based on the results of last year, the enterprise received a positive assessment.

At the end of the meeting, the heads of services and departments of the central office, as well as systemic structural divisions, were given special emphasis on the fact that they must work responsibly and painstakingly in their activities.
